How Should You Pay For Holiday Shopping?

We've procrastinated shopping long enough, and the major holidays are now four weeks away and counting. It's about time we start taking a crack at our lists, but first we need to decide how to pay for all the presents. Consider the easiest way to track all of your gift expenses combined with the most practical method for preventing overspending. Only you can choose which is best for you, but Consumer Reports gives us a place to start by comparing all of our payment options.

Credit cards: The magazine recommends using credit for large purchases as long as you're not already carrying a balance and can pay off the charges each month. Credit offers more protection than other payment forms and it's relatively easy to have charges removed in the event of a legitimate dispute.

Debit cards: You'll escape the interest charges affiliated with credit cards but are susceptible to overdraft fees, and debit doesn't provide as much protection as credit. Your bank isn't required to step in to dispute charges with a merchant.

To see how these compare to paying with a check or cash,

Diamond Encrusted, Gold Laced Credit Card For Millionaires

While most of the world is chest deep in a credit crunch, MasterCard has teamed up with Kazakhstan's Kazkommertsbank in launching the Diamond credit card. The diamond-encrusted, gold-laced card will be released in two weeks to an elite population of millionaires who can afford the $1,000 annual fee and won't blink at the $50,000 credit limit.

The growing millionaire population of Kazakhstan is currently at 12,000, and the bank needs only about eight percent of these people to sign up for a card: A total of 1,000 cards will be released and only 30 each month to ensure the card will not be taken for granted as a status symbol. The his version features a winged horse and the hers version boasts a peacock, and there is a 0.02 carat diamond embedded in every card's center. MasterCard launched a similar card for its most VIP customers in Dubai last year.

Should the Deeply Indebted Get Credit Card Forgiveness?

Consumers are increasingly defaulting on their credit card balances and banks are suffering because of the massive debt write offs due to the defaults. To remedy the situation, an alliance of financial industry interests and consumer advocates proposed a special program to the government. As legislative director for Consumer Federation Travis Plunkett says, "In this case we have a clear common interest."

Most of the biggest credit card banks are on board with a pilot program that allows lenders to forgive up to 40 percent of a borrowers debt, with the maximum forgiveness going to consumers nearing bankruptcy. Existing rules that allow for the reduction of principal require the debt to be paid in a matter of months, while the pilot program will allow the remaining debt to be paid over several years.

Do you think the pilot program is a good idea?

Ask Savvy: Should I Keep a High Limit Credit Card I Don't Want?

Dear Savvy,

I have a store credit card with a $1,500 limit that I've had for about six years, which I use occasionally to earn store points. They recently changed their program and switched to an actual MasterCard, and sent me a new card with an $11,000 limit. I did not ask for the new card and I certainly don't need it. How will this affect my credit and is it better to keep it or should I send it back as refused?

See my answer when you

Will You Hit These Money Milestones by the Time You're 30?

Turning 30 can be a dreadful birthday for some reluctant 20-somethings, but no matter how full of dread you may be there's a way to gracefully enter the next decade in regard to money management. In order to set you up for smooth sailing, MSN Money created a list of six money milestones to reach by the time you're 30. Do you think these milestones are appropriate for most people in their twenties? Is there anything you'd add or remove?

Scale back the credit cards. If you aren't able to live on your earnings and are still taking on credit card debt when you're 30, it's going to be difficult for you to save enough for retirement.

Own a home, or have a plan. One expert says that homeownership should be a priority, and to start saving for a down payment.

Have skills. Develop a set of marketable skills by the time you are 30 and try to bring something new to the table.

Give money away. Financial advisor Scott Hanson says, "I think it's financially healthy to give."

Know thyself. Decide what's important to you. Hanson explains, "Start to know yourself and build parameters so your life and money line up with those parameters."

Know smart people. When you need advice, turning someone who's good at their job can save you money in the long run, whether it's a tax preparer, financial adviser, attorney, or insurance agent.

Finally, Consumers Are Cutting the Credit Cord

For what seems like ages financial gurus have been lamenting that consumers rely too much on credit cards, and finally people have begun to listen — all it took was a failing economy! The Federal Reserve announced on Tuesday that consumer borrowing fell in August for the first time since 1998 and that was before the crisis worsened in September. Consumer borrowing is defined as loans not secured by real estate, and auto loans and credit cards were the two areas that led to a decline in consumer credit.

Consumer spending, not to be confused with consumer borrowing, makes up two-thirds of total economic activity. Economists are worried this number will fall in the third quarter, something that hasn't happened since 1991. It's a confusing scenario with mixed messages — consumers need to save more in a tough economy, yet when we don't spend and stimulate the economy we risk damaging it further. Once we see improvements that make people more confident in the economy and feel more secure in their jobs, spending will naturally increase, but hopefully consumers have learned that living on credit cards is no longer a viable option.

How to Protect Yourself as Lenders Lower Credit Limits

Back in June, I mentioned that lenders were beginning to reduce credit card limits, especially for customers living in areas suffering from the housing crisis, those who are self-employed with businesses in troubled industries, and customers that have large debts. The effects of loose credit became even more evident over the turbulent Summer, and now consumers with good credit are also seeing their credit card limits cut.

According to Carol Kaplan, spokeswoman for the American Bankers Association, "Most banks are cutting their credit limits. They're doing it to everyone." The Wall Street Journal suggests five tips for protecting yourself as this new lower-limit trend spreads. See what they are when you

The years of consumer excess have finally begun to take their toll on retailers — they constantly asked people to sign up for credit cards in exchange for discounts, and now that strategy is backfiring as consumers struggle to pay back their debt. Hopefully those of you that are carrying store credit cards in your wallets are not part of the growing population that are falling behind on their store credit card bills.

Stores like Target, Home Depot, and Macy's are caught in a bad place going into the holiday season. More and more customers are defaulting on their store cards, which can erode the stores' margins, and the higher delinquency frequency comes at a time when retailers are already anticipating the worst holiday sales in years. Customers with pattern defaults may discover their cards canceled without any say, as the banks that own the store credit portfolios are proactively trying to protect themselves.

Ex-Employees Reveal Bank's Pushy Credit Tactics

Two ex-MBNA / Bank of America employees told CNN all about the shady business of credit sales. They were pressured to prey on customers and push dangerous credit mechanisms like cash advances on people who couldn't afford them. Particularly disturbing is the way they would give access to down payment cash to people trying to buy homes.

It's illegal to lend money to be used for a down payment, but the bank employees would dodge the rules with this spiel: "I cannot give you money to use as a down-payment on a home. However, what I can do is, I can deposit some money into your checking account, and once it's there, the funds are there, it's yours to do with what you please." Then these people would be approved for loans they couldn't afford because it appeared they had a substantial down payment. Watch the video below for full disclosure from the two now guilt-ridden ex-employees.

I'm Asking: Why Did You Get Your First Credit Card?

For the 91 percent of you that have had a credit card to call your own, what was your reason for getting the first one? Was it out of necessity, want, or to simply establish credit?

News Flash: Make a Late Payment, Get a Call From the Bank

Looking for a job? According to The Wall Street Journal, many major banks in the US are bulking up their collections departments' personnel and emphasizing their efforts to contact late payers more immediately than before. If you go on vacation and forget to pay your credit card bill on time, you may return home to not only a late fee but a message from the bank issuer.

Credit card carriers are cracking down and calling delinquent payers as soon as one day after their bill was due. Pay your bill as soon as you realize it's past due, because your bank may call frequently with friendly reminders that you owe money. The Federal Reserve's most recent calculations show that Americans are carrying $969.9 billion in revolving debt, and consumers are leaning on credit cards more as unemployment goes up.

I'm Asking: When Is the Last Time You Used Your Credit Card?

Credit card habits vary from person to person — some people touch their credit cards only a couple times a year to keep them active, others use them more frequently to take advantage of rewards but pay off the balances each month, some only use their cards for large purchases like plane tickets, and others rely on credit cards to cover everyday expenses.

The last time I used my credit card I charged two round-trip tickets to NYC, but was fortunately able to pay off the balance without incurring any interest. What was the last thing you charged to your card? Are you still paying for it?

Ask Savvy: When Should I Cancel My Credit Card?

Is it a good idea to cancel a credit card you are paying off instead of waiting until you pay it off entirely?

A: No, you need to keep a card open until the balance has been paid off completely. After your balance is zeroed out, call the issuer and ask for your card to be canceled with a note to the credit bureaus that the account was "closed at customer's request."

Find out more things to consider regarding credit card cancellation when you

Have You Been Receiving Fewer Credit Card Offers Lately?

Three Credit Cards to Avoid

While it may give you a temporary headache, reading the fine print on credit card offers does pay off. Consumer Reports composed research to narrow down the best credit cards available, and in the process it found a few so bad it had to warn us to stay away in its October issue. Here are the three cards they say are the pits; if you come across other cards with similar terms, steer clear.

First Premier Bank Card: Its 9.9 fixed APR is fine, but the card comes with first-year fees up to $276! There's a $29 account-setup fee, a $95 program fee, $48 annual fee, a $7 monthly servicing fee, and sometimes a $20 additional annual fee.

American Dream Card from HSBC: Each time you charge something you're entered into a lottery for prizes up to $25,000 and you'll be prompted to fill out surveys for chances to win additional prizes. The card comes with a 15 to 22 percent APR.

New Millennium Visa or MasterCard: There's a $59 annual fee, $100 processing fee, a 19.5 percent APR, and no grace period before your balance begins incurring interest.

Definition: Grace Period

A grace period is the period from the date a statement was prepared by the issuer (statement date) to the payment-due date. No interest will be charged if the whole balance is paid by the end of the period. These interest-free grace periods typically last 25 days, but 20-day periods are becoming more common.

When you're looking for a credit card, avoid cards that don't offer a grace period, because you'll end up paying interest immediately upon purchase. It pays to search for a card with a longer grace period, because the amount of time you have interest-free affects how much interest you'll end up paying overall.

Family Saves Money by Going Cash-Only For One Month

The Farhat family relied on nine credit cards, until Good Morning America challenged them to go credit card-free for one month in a test to find out if cash-only spending means spending less overall. They snipped eight of their nine cards to pieces and kept one card in their freezer in case of emergencies.

The family's 30-day challenge has come to an end, and the 24 percent savings they achieved compared to the month before is enough for them to consider permanently switching to cash. Because cash purchases require the forethought of visiting an ATM, the families' habits inevitably changed.

Marissa Farhat explained, "I don't have enough money in my purse to go buy this new dress or this new shirt that I want, so you don't even step foot in the store, because you don't have the money. You don't make all those extra purchases that you really don't need."

How Zero-Interest Cards Could Harm Your Credit

Best Buy's "featured offer" seems like a no-brainer for buying brand-new electronics — two years with no interest comes across as a great way to buy it now and pay later without punishing interest charges. If you're not turned off by the notion of being accountable for yet another credit card, then here's something else to consider that might make you think twice about financing your new TV with a store's zero-interest proprietary card.

You know that a credit inquiry can temporarily shave points from your score, but the low credit limit on these store cards may have a more negative impact. Your credit-to-debt ratio makes up a large part of your overall credit score, and The Wall Street Journal emphasizes that "credit bureaus look at how much of all your available credit is borrowed as well how much you've used on each card." The article uses the example of purchasing a $2,000 TV on a card with a $2,500 limit; that's utilizing 80 percent of available credit, which doesn't do any favors for a consumer's credit score.

Subway to Combine Loyalty Program With Your Credit Card

<img src="http://images.teamsugar.com/files/upl1/10/104165/34_2008/2371162.preview.jpg" alt="" title="" class="image left preview"width="306">A new program called SingleSwipe could be a win-win for consumers and business owners alike. Loyalty cards aimed at winning your consistent business often go to waste. They may end up collecting in your wallet and forgotten about until the next time you visit a store, at which point you inevitably can't find the little card.

SingleSwipe will enable retailers to enter loyalty programs directly into your credit card. Subway and Tully's Coffee are the first to adopt the new system and will be able to print your rewards on your receipt, like if you are eligible for a free cookie on your next trip. The company's website can also track your rewards, making it easy to see how your loyalty is paying off. Do you think the program will encourage greater customer loyalty?

Ask Savvy: What to Say When Asking For a Lower Interest Rate

Dear Savvy,

I currently am trying to pay off a high revolving balance on my Citibank MasterCard. I have a good credit rating (730-740) and am current on all my bills with no late payments. My current credit card interest rate is 14.99 percent. I heard that if you contact the credit card company and say that you are receiving offers for lower rates in the mail they would lower your interest rate. I would do this but I don't know what to say or what would be considered a reasonable interest rate. Can you help?

See my answer when you

Brilliant or Baffling: Freezing Credit Card in Ice Block

Keeping your credit card close by can be temping on shopping trips. While I opt to simply leave mine at home when out for a day of browsing, ABC News Consumer Correspondent Elisabeth Leamy has a more dramatic solution for those who have trouble curbing credit card spending.

Leamy suggests placing your card in a container of water and putting it in the freezer, subsequently putting "your credit card spending on ice." If you need the card for an emergency, you'd just have to defrost the block of ice. Is her idea brilliant or baffling?

Definition: Piggybacking

Piggybacking is the practice of adding someone with poor or no credit as an authorized user on a credit card belonging to a person with excellent credit. There are two types of piggybacking, one involves strangers and the other involves family members.

The practice of one stranger piggybacking on another stranger's credit has FICO in a rage. Certain online businesses are profitable by playing the system: They earn their fees by finding consumers with good credit to take on those with bad credit. The bad-credit consumers pay the company a hefty fee, and the company pays the good credit consumers a much smaller fee.

Many parents use piggybacking as a way to build credit for their children. By adding them as authorized users to one or more cards, the parents' credit history for the particular card appears on the child's credit report. The child is able to build a healthy credit history without even having her own credit card. When it comes time for her to apply for her own card or rent an apartment, chances are she won't need a cosigner because of her established credit history.

Savvy ATM: Store Credit Cards and Your Credit Score

Deals can be difficult to pass up, but it's crucial to consider the elements of a store card before you agree to one in your name.

Besides the bait of receiving a discount off your initial purchase and other card-holder benefits along the way, store credit cards work just like any other credit card. They likely come with interest rates higher than your usual card and are factored into your credit score just as any other card. But what if you fill out a credit card application to get the discount but never actually use the card? Find out how this affects you when you

Seems someone in another country somehow got ahold of his details, so thank goodness they immediately caught it.

Definition: Interchange Fees

<img src="http://images.teamsugar.com/files/upl1/10/104165/32_2008/stk319619rkn.preview.jpg" alt="" title="" class="image left preview"width="320">You can't see them, but interchange fees cost the average American family about $400 each year. The fees are factored into prices for everything from gas to groceries and are a way for merchants to pass the cost of credit card usage on to consumers.

Because so many consumers rely on credit cards for everyday purchases, retailers have found their merchant discount fees rising rapidly. That fee is paid to the processing bank every time a card is swiped and includes the cost of renting the credit card terminal, customer service, and an interchange fee that makes up the majority of the total merchant discount fee. The entire fee costs about two percent per purchase.

FreeCreditReport.com Getting Heat For Not Being Free

This weekend's New York Times featured a look at "The High Cost of a ‘Free Credit Report.'" Kris Steele, a web developer in Wisconsin, was planning to buy a car and remembered FreeCreditReport's catchy TV commercials, so he went online to check his credit on the site. The commercial's lyrics include “F-R-E-E, that spells free creditreport.com, baby. Saw their ads on my TV, thought about going but was too lazy.” He filled out the information form, including his credit card number, which he thought the site needed to verify his identity, but months later he noticed the site had charged his card. Little did he know, he had actually enrolled in a credit-monitoring service that cost $14.95 a month. Kris isn't the only person upset with the confusing advertising that, while funny and effective (FreeCreditReport's site visitors and new member signups increased by 20 percent in 2007), is misleading.

After attention from consumer groups and the United States Public Interest Research Group, FreeCreditReport.com has placed a disclosure on its home page saying that it is not affiliated with the annual free credit report program. The Federal Trade Commission's website warns against using sites other than AnnualCreditReport.com to obtain a free report.

What to Take Away From a Credit Card Offer

Credit card offers are a jumble of small print and percentages, and there are some key points that you should focus on when evaluating a card's pros and cons. If you're on the hunt for a new card, make sure you take the time to compare and contrast several different offers so you can select the best one for your lifestyle. CNN Money wants us to know how to spot a credit card ripoff, and here are the main areas that I focus on when I'm sorting through the fine print.

APR: The annual percentage rate will appear in big bold print, but that number doesn't tell you everything about how much you'll be charged to borrow money. Pay attention to whether the APR is fixed or variable; I always seek out a fixed APR over a variable one so that I don't have any interest rate surprises when the prime rate increases. Most rates are variable, so be sure to do your due diligence, and if there's an introductory rate, take note of when it expires.

There are two more aspects of a credit card offer you should especially keep in mind, so just

Could You Go Without Credit Cards For One Month?

<img src="http://images.teamsugar.com/files/upl1/10/104165/30_2008/stk96685cor.preview.jpg" alt="" title="" class="image left preview"width="310">A recent study showed that people spend up to 20 percent less when they use cash instead of cards, so Good Morning America wanted to test the study's accuracy by introducing its own credit card challenge. The Farhat family of Arlington, TX, is going cold turkey with their addiction to plastic in response to the challenge — quite the undertaking for a family that relies on nine credit cards.

The Farhats manage to pay off their balances each month but admit they're spending more than they'd like. They were recruited by Gail Cunningham from the National Foundation for Credit Counseling to participate in the challenge, and she says: "It is by design that the lenders have distanced us from our hard-earned cash. It makes spending easier. It has a sense of unreality about it."

Rather than store their cards in a secret location until the month's end, Gail opted for more dramatic strategies like making the Farhats mow over one of their cards with a lawnmower. I'll be interested to see whether or not the challenge forces them to spend less money. Could you go a month without using any credit? Do you think it would help limit your spending?

Do You Know Credit Card Carrier Facts?

A recent poll here on SavvySugar showed 55 percent of you got your first credit card shortly after high school, which got me thinking about credit card use throughout the entire country.

Clearly, credit cards are a fact of our financial lives. Visa's statistics for 2006 indicated that consumers carry more than 1 billion Visa cards worldwide and more than 450 million of those cards are in the US. And that's just Visa! What do you know about credit card facts? Take my quiz and find out.

This can be accomplished even if you combine checking and savings accounts. Find out how to keep your credit identity and why it's so important when you

Your Credit Card Limit Could Drop Any Day Now

The issuing bank might reduce your card's limit one of these days and it may happen without warning. Companies have 30 days to notify customers of a change but often give notification after action has been taken, and the reductions can have a negative effect on customers' credit scores.

The actions prove that the loose credit of previous years is now tightening, and according to The New York Times banks that issue cards with big names like Visa, MasterCard, and American Express are aiming their limit reductions at customers living in areas suffering from the housing crisis, those who are self-employed with businesses in troubled industries, and customers that have large debts.

Consumers' Credit Scores Dinged For Going to Bars

<img src="http://images.teamsugar.com/files/upl1/10/104165/25_2008/stk28255not.preview.jpg" alt="" title="" class="image right preview"width="318">Remember when you first started working and learned that your IT department had access to all of your emails? Some employees probably learned that the hard way, and now some credit card users are learning they're being punished for behavior they didn't know was being monitored.

The Federal Trade Commission (FTC) has filed a suit against card issuer CompuCredit for "deceptive marketing practices." A representative from the FTC said, "The company touted that cardholders could use their credit cards anywhere. What they didn't say was that you could be punished for specific kinds of purchases." Borrowers weren't aware that using their cards at tire and retreading shops, massage parlors, bars, billiard halls, and marriage counseling offices would hurt their credit.

CompuCredit uses its proprietary scoring system instead of FICO, and the issuer does not disclose to consumers that it uses behavior-based scoring. What do you think of purchasing behavior determining creditworthiness?

Money Tip: Don't Let Your Credit Card Limit Fool You

Credit card companies are sneaky, especially if you're someone who carries a balance month to month. You may notice that your credit card company raises your limit here and there even if your balance was no where near your previous limit. The company wants you to think your balance isn't as high as it actually is, because they assume you're looking at the number according to how much you have left to use on the card.

Instead of assuming that we're thinking about the $3,000 balance hanging over our heads regardless the limit, they assume that $3,000 looks like a smaller balance when the limit is $9,000 instead of $7,000. So, if they raise the limit, we'll focus less on paying off our balance because it's not as bad as we thought, and will then carry the balance over for a longer, interest-bearing period of time. Better yet, we'll spend more because the percentage of debt we have to credit available wouldn't suffer.

How to Fight Sneaky Fees

We're always looking for ways to keep money in our pockets, and Kiplinger's July 2008 issue has some suggestions about how to stop companies from nickel-and-diming you. Just last year Americans paid $30 billion in credit-card fees, so it's safe to say that most of us have been saddled with some of these sneaky fees. Here are Kiplinger's tips on how to fight them.

Call during business hours. Few managers are available on weekends, and you won't get the cream of the crop among lower-level representatives. At Gethuman.com, you can find codes that let you circumvent company phone trees.

Do your research and flex your muscle. Tabulate how much money you've spent with the company, which can boost your bargaining power. If you think you've been treated unfairly, don't hesitate to say you're considering a letter to the state attorney general.

Don't waste your time. A $2 fee may get your goat, but you can't afford to fight every charge. Your chances of winning are directly correlated to how much leverage you have. With financial services, such as banking and credit, "consumers ultimately hold all the power because they can vote with their feet," says Greg McBride, of Bankrate.com. In fact, a survey for Sullivan's book found that customers who complain to credit-card companies get results 65 percent of the time.

Savvy ATM: Sorting Out Credit Card Rewards

While it may seem that credit cards lead an innocent existence with the purpose of getting you out of a bind, credit cards companies are not here to help you. That's not to say you can't outsmart them, but CNN Money goes as far to say that rewards programs are in place to entice consumers to charge more on their credit cards and are ridden with traps. A Consumer Reports study released this week noted that rewards programs are not only frustratingly useless for the most part, but the confusing rules and restrictions make most reward cards a waste of time. The Consumerist shared Consumer Reports' seven general tips when considering credit card rewards, and while they're all good points I think numbers three and five are most helpful.

Avoid temptation. Research shows that credit card users will often spend more in their quest to earn points toward their shiny new prize, however, overspending for a freebie doesn't make good economic sense.

Use airline miles fast. If you manage to save up enough miles for a trip, use them quickly. You never know when one of the airlines will change their conditions or go belly-up.

Skip credit card rewards if you carry a balance. Since reward cards often have higher interest rates, the interest on the balance you carry will probably offset any reward. Look for a standard credit card with a lower APR.

There are four more rewarding tips so just

Do You Read Credit Card Disclosure Forms?

Aside from spending its time making important decisions about our economy, the Federal Reserve stood up to credit card companies on Friday by proposing a set of rules that would be helpful to credit card-using consumers. If approved, the new rules would affect the following changes.

Specify when card issuers can increase interest rates on existing balances.

Ban finance charges on balances that have been repaid.

Prohibit late fees on customers who were not given a reasonable amount of time to pay.

Companies wouldn't be allowed to direct payments to pay down the portion of the bill that had lower interest charges.

Give consumers the right to opt out of overdraft protection on their deposit accounts.

Ben Bernanke, the Federal Reserve's Chairman, said their previous efforts to require companies to improve their disclosure forms wasn't enough. He explained, "Based on our review of consumers' response to the Board's recent regulatory initiative, it seems clear that improved disclosures alone cannot solve all of the problems consumers face in trying to manage their credit card accounts."

Do You Sign the Back of Your Credit Card?

There's plenty of varied logic when it comes to signing the back of credit cards — some cardholders simply provide a signature, some sign but include a note to "See ID" and some write see ID in place of a signature. Your credit card agreement tells you that not singing the card is in violation of that agreement, and VISA's merchant guidelines say that a cardholder with see ID in place of a signature should be asked to sign her card on the spot.

Whatever signing (or not) practices we've adopted, we've made a reasoned choice based on what we believe to be most secure. What has been your card signing habit?

Ask Savvy: Why Was My Credit Card Application Denied? Part II

Dear Savvy,

I'm new at this credit thing and I'm not sure when or why I should check my credit report. I have never had a credit card (still don't) but I got denied for one a few weeks ago and I don't know why. Does checking my credit report worsen my credit score? Does getting denied for a card? How often should I check my credit report and/or score? What's the difference?! Obviously I am not financially savvy! No one ever explained to me how to manage credit so now I'm trying to get some and I'm completely lost!

To see my continued answer just

Ask Savvy: Why Was My Credit Card Application Denied? Part I
